This Go8 Backgrounder outlines the strategies being adopted increasingly across countries to focus their investment in areas of research excellence.
In recent years, most of Australia’s comparator countries have been intensifying their investment in their leading research universities as a means of raising their competitiveness in the global knowledge economy.
Australia has failed to take the necessary steps, and while the available (lagged) measures of performance indicate that we can punch above our weight, we are not keeping up with the capacity improvements being made elsewhere.

The Go8 has today released a draft consultation paper designed to assist its member institutions with implementation of Part B of the Australian Code for the Responsible Conduct of Research (the Code).
Part B of the Code sets out a framework to guide Australian research organisations in receipt of Commonwealth funds in their handling of allegations of research misconduct.
The Go8 paper has been prepared to inform discussions with the National Health and Medical Research Council (NHMRC), Australian Research Council (ARC) and other interested parties about practical implementation of the Code. The Go8 released the paper today during a workshop on research misconduct held at Parliament House Canberra, and facilitated by the Department of Innovation, Industry Science and Research (DIISR).

| The Go8's submission to the Higher Education Review
recommends a complete overhaul of the structure and financing model of tertiary
education in Australia in order to increase participation in post secondary
education and deepen the skills base of those already in the workforce. The
submission argues that if Australia aspires to perform among the best OECD
countries in terms of tertiary education attainment, the number of tertiary
qualified people would need to be increased by 1.7 million. The submission recommends the development of tertiary education "systems" made up of different types of institutions united by a shared mission. Students within a system would have rights to articulation and credit transfer. Those who complete a preparatory program would have an entitlement of entry to an award course in the system. This approach would widen opportunities for potential learners from diverse backgrounds including those from low-income households, Indigenous Australians and adults with no previous experience of tertiary education. Other key recommendations include: * reform of the student income support arrangements to ensure that payments are strictly targeted to assist students in the greatest financial need; * the adoption of a student driven financing model which empowers students to determine the programs they wish to pursue. The Go8's supplementary submission to the review of the National Innovation
System addressed concerns about the standard terms sought by the Commonwealth
when entering into research agreements with universities.
The current
terms can serve to stifle knowledge transfer and innovation by restricting the
capacity of universities to disseminate the results of the sponsored research
for public benefit. They also misunderstand the role and nature of universities
and their complexity often causes delay and uncertainty.
The
supplementary submission offers eight principles to stimulate discussion about
the desirability and feasibility of Australia developing standard research
contract "agreements" which clarify and simplify the research contract
negotiation process between the Commonwealth and universities.

“If the teachers of mankind are to be cognisant of all that they ought to know, everything must be free to be written and published without restraint.” —John Stuart Mill, On Liberty Go8 universities are dedicated to expanding knowledge through rigorous research and to disseminating the results for the benefit of the public. The validity and credibility of universities rely upon the fact that academic work is carried out in an open and independent environment, where staff are free to reveal and challenge theories, knowledge and understanding in accordance with internationally accepted scholarly norms. These norms include the examination of criticisms and new ideas by other experts in a given field. The publication of results obtained from properly constructed research carried out by experts is a fundamental component of academic freedom. Therefore, where external funding supports university research there should not be undue influence brought to bear on the dissemination of the research results. Go8 universities recognise that government and non-government bodies providing funding for research are entitled to specify the scope of the research they intend to support and monitor the quality and timeliness of the work. However, Go8 universities hold that it is inappropriate to accept external funding:
Go8 universities do recognise that commercial or other considerations might
sometimes require short, finite delays in publication. However, they will
vigorously assert their right to publish the results of all research in a timely
manner. |
